Dr. William Horn is the Director of Institutional Advancement at TIS Foundation. Dr. Horn brings years of experience in research and project management from academic programs in both the United States and the United Kingdom.

As Director of Institutional Advancement, Dr. Horn helps to research, design, strategize, develop, and communicate on core projects for TIS Foundation. Through the complex orchestration of proposals and initiatives during each phase of procedural actuation, Dr. Horn manages projects through modal attainment vectors in coordination with a diverse coalition of partners to operationalize shared commitments. In conjunction with the TIS Foundation team, Dr. Horn works to create programs that empower marginalized and underrepresented communities to achieve restorative economic justice.
